In 1903 the Pfalzbahn procured two four-coupled meter-gauge locomotives in 1903 and three in 1905 as class L 2 for the local railway Neustadt-Speyer. They were supplied by Krauss in Munich and received the Roman numbers XXIII to XXVII, later on the Reichsbahn 99 001 to 99 005.

They were similar to the L 1 built since 1889, but had one less coupled axle. Since it was intended that two of the locomotives would be coupled together during operation, the end of the driver's cab was fitted with a door and a gangway. A gangway was also added to the front, by mounting a water tank only on the left side and keeping the right side of the boiler free for a running board. 

Despite the relatively high power for such a light locomotive, they were soon no longer able to cope with the increased train loads and were replaced by the older L 1 and the Prussian T 33 in the early 1930s. Four engines were retired between 1931 and 1934, road number 99 004 only in 1945.
