For the steep and winding line between Taytay and Antipolo, the Manila Railway ordered four Kitson-Meyer locomotives in 1913. They were built to the specification of Mr. R. D. Deacon and had the wheel arrangement 2-6-0+0-6-2T. In this case, the cylinders were mounted on the extremes of the locomotives, between the leading axle and the first driving axle on each end. Other features were a Robinson superheater and a Wakefield mechanical lubricator.
The four locomotives were delivered to the Philippines in 1914 and cost 71,000 Philippine dollars each. The Manila Railway numbered them 161 to 164. In service on the Taytay-Antipolo ramp, it was observed that they had a high coal consumption and were difficult to maintain. The line was closed in 1917 and then the locomotives were transferred to the line from Manila via San Pablo to Lucena. They were withdrawn in 1925.
