The wheel arrangement 4-8-4 designates a steam locomotive with a two-axle leading truck, four coupled axles and a two-axle trailing truck. In different countries, this wheel arrangement is referred to as follows:

The 4-8-4 can basically be seen as a further development of the 4-8-2 “Mountain”. By replacing the single trailing axle with a two-axle truck or bogie, a much larger firebox could be supported without excessively increasing the axle load. Together with the two-axle leading truck that provided good guidance at high speeds, this created a locomotive that combined the power of four coupled axles with the ability to sustain high outputs over long distances. For this reason, the 4-8-4 was equally suitable for heavy passenger trains and fast freight service.
The first locomotives of this wheel arrangement were built by ALCO for the Northern Pacific in 1926. They had been developed from the Mountain concept and received a particularly large firebox since the Northern Pacific wanted to burn low-grade coal from Montana. Their performance with heavy passenger trains was convincing and, since they were the first of their kind, the wheel arrangement became known as the “Northern”.
In the following years, the 4-8-4 became one of the most prominent types of large steam locomotives in North America. It represented the same general development toward larger boilers and fireboxes that had also led from the Mikado to the Berkshire. Depending on driver diameter and other design details, Northerns could be optimized for express passenger service, fast freight trains or both. This versatility made the 4-8-4 one of the characteristic wheel arrangements of the final decades of steam operation.
Many railroads did not use the name “Northern” for their locomotives. The New York Central called its famous 4-8-4 locomotives “Niagaras”, while other names included “Greenbrier”, “Dixie”, “Pocono” and “Western”. In Canada, the type was also known as the “Confederation”. Some railroads simply referred to their locomotives by their class designation instead of using a name for the wheel arrangement.
Some of the most advanced American steam locomotives ever built had the 4-8-4 wheel arrangement. Examples include the New York Central Niagaras, the Norfolk & Western class J and the large Northerns of the Union Pacific and Southern Pacific. With large boilers, high-capacity fireboxes and often large drivers, the fastest examples could haul heavy trains at speeds that had previously been associated with locomotives having only three driving axles.
The 4-8-4 was also used in considerable numbers outside the United States, particularly in Canada, but also in countries in Europe, Africa, Australia and elsewhere. Depending on local requirements, these locomotives differed considerably in dimensions, axle loads and intended service. While the American Northern is usually associated with very large locomotives for high-speed mainline service, examples built for other countries could be considerably lighter and were sometimes designed for operation on narrow gauge or lightly built lines.
