The Saxon State Railways had a total of four small tank locomotives of the type VII TO built by Hartmann in 1885 and 1887 for operation on less frequented branch lines. Although they were standard gauge, they only had two axles and a small boiler. To save personnel costs, they could be operated by one person.

Originally they had two cylinders with a diameter of 270 millimeters. From 1890, the left cylinder was enlarged to 415 millimeters and the locomotives became compound machines of the type VII TOV. In 1920, two of the four were connected at the rear walls, resulting in a double locomotive similar to the “Zwillinge” of the Heeresfeldbahn. Both these and the other two were retired by 1923.
