The series 13 or HLE 13 is a type of electric three-system locomotives with three-phase traction motors built for the Belgian and Luxembourg railways by Alstom. It is based on the SNCF BB 36000 “Astride” and is also equipped for running under 25 kV AC and 1.5 and 3 kV DC, but has a modified body design. Top speed is still 200 km/h, but the hourly output has been reduced to 5,200 kW. When working under 1.5 kV DC, power is being cut to 2,100 kW. Between 1998 and 2000, 60 were built for the SNCB and 20 for the CFL.

Their original tasks were InterCity and InterRegio services not only in the two countries of their operators, but also in France and the Netherlands. The SNCB also operates I11 coach sets where the control cars are designed in the same way as the locomotives. Since 2012 the SNCB assigned more and more locomotives to their freight subsidiary due to the introduction of the Siemens Vectron into passenger service. In Luxembourg, they have meanwhile been replaced by the Siemens Desiro ML, there called AM 08, and sold.
