In 1894, Rhode Island built two 2-6-4T passenger tank locomotives for the Jamaican Government Railway. They were a follow-up of No. 18 that had the wheel arrangement 2-4-4T. While No. 18 had two cylinders with simple expansion, 21 and 22 were two-cylinder compounds with the low pressure cylinder on the left side. Otherwise the new locomotives were similar, with round-topped boilers and tank and bunker at the rear. The long frames had stability issues, especially with heavy supplies on one end. So No. 22 suffered frame cracks twice, in 1899 and 1905. It was scrapped in 1907 and 21 followed in 1908.
