In March 1890, Rhode Island delivered two Consolidations to the Ohio and Mississippi Railway. They were numbered 3 and 4 and had drivers of only 51 inches. When this company became part of the Baltimore & Ohio Southwestern in 1893, the locomotives became class H and were numbered 200 and 201. In 1900, they became No. 400 and 401 of the Baltimore & Ohio and were designated class E-25. 401 was retired in 1933 and 400 in 1934.
